Jerusalem RfC discussion: step four
Hello everyone. We are now at step four of the Jerusalem RfC discussion, where we will decide the details of the RfC implementation. This is the home stretch - the RfC proper will begin as soon as we have finished this step. Step four is also less complicated than the previous steps, as it is mostly about procedural issues. This means it should be over with a lot more quickly than the previous steps. There are some new questions for you to answer at the discussion page, and you can see how the RfC is shaping up at the RfC draft page. Also, when I say that this step should be over with a lot quicker than the previous steps, I mean it: I have set a provisional deadline of Monday, 20th May for responses. Jerusalem RfC has started
Hello again everyone. We have finally made it - the RfC is now open, and a few editors have chimed in already. The discussion is located at Wikipedia:Requests for comment/Jerusalem. ACC + holiday = huh
You are supposed to be on holiday not suspending stewards from ACC :P Last i noticed they seem to have an exemption and the one in question is also an admin independent of the later steward position. He tends to be active in the IRC channel usually a few hours from now. VisualEditor - template inspector
Hey Callanecc
I'm sending you this because you've made quite a few edits to the template namespace in the past couple of months. If I've got this wrong, or if I haven't but you're not interested in my request, don't worry; this is the only notice I'm sending out on the subject :).
So, as you know (or should know - we sent out a centralnotice and several watchlist notices) we're planning to deploy the VisualEditor on Monday, 1 July, as the default editor. For those of us who prefer markup editing, fear not; we'll still be able to use the markup editor, which isn't going anywhere.
What's important here, though, is that the VisualEditor features an interactive template inspector; you click an icon on a template and it shows you the parameters, the contents of those fields, and human-readable parameter names, along with descriptions of what each parameter does. Personally, I find this pretty awesome, and from Monday it's going to be heavily used, since, as said, the VisualEditor will become the default.
The thing that generates the human-readable names and descriptions is a small JSON data structure, loaded through an extension called TemplateData. I'm reaching out to you in the hopes that you'd be willing and able to put some time into adding TemplateData to high-profile templates. It's pretty easy to understand (heck, if I can write it, anyone can) and you can find a guide here, along with a list of prominent templates, although I suspect we can all hazard a guess as to high-profile templates that would benefit from this. Hopefully you're willing to give it a try; the more TemplateData sections get added, the better the interface can be. If you run into any problems, drop a note on the Feedback page.

Deleting my comments at Wikipedia talk:Arbitration/Requests/Case/Kiefer.Wolfowitz and Ironholds/Evidence
I would like to ask you to reconsider this edit. I believe that my good-faith question was relevant and appropriate in a case that hinges on the question of on-wiki responses to off-wiki behavior.
If, upon reconsideration, you still think that my question was "not at all relevant", I would ask you to reconsider your decision to delete my question rather than collapsing the discussion, as was done here and here or closing the discussion, as was done here and here. (Also see Wikipedia:Talk page guidelines#Off-topic posts and Wikipedia:Talk page guidelines#Removing harmful posts.) Even if we assume that my question was not relevant, comparing those four closings/collapsings with my deleted question I don't see anything about my comments that justifies them being deleted rather than being closed or collapsed. --Guy Macon (talk) 10:07, 19 July 2013 (UTC)
- Hi Guy, I still don't see that it is relevant to the case, as it is mostly answered here and does not provide any further detail to the case. In this case your question had been asked and answered so I didn't see a reason that it needed to be retained on the case page. However those other sections had resulted in some discussion and a post by Arbitrator David Fuchs so removing them could be confusing to people reading the page. I removed it because it had been answered, there was no discussion (and no need for discussion on the case page) and it wasn't relevant; I can see where you are coming from regarding removing rather than closing or collapsing but I did this simply because of those point not because it was objectionable in anyway. Regarding the authority to remove and refactor comments, that is granted to all Arb Clerks generally and by the Arbitrators in this case specifically. However if you do a search on the request page Kintetsubuffalo isn't mentioned that much which is probably why none of the clerks picked it up. - TL;DR: what Penwhale said, if Kiefer would like add evidence to this claim and do this from now on, I am happy for him to do so. This is what he needed to do in the first place, and to have done all the way through the case, as well as avoid making allegations against non-parties wherever possible (see below).
- Having looked through the comments in question again I can see where Black Kite and the other commentators are coming from, however this isn't just one event. It’s the combination of Kiefer’s behaviour on the case pages leading up to now. I and others have warned him (whether directly on his talk page or indirectly by removing or refactoring comments) about his conduct on the pages, specifically the way he refers to other users and paints their actions. If after those warnings he still can’t see what the problem is then the only way to ensure the smooth running of the case is to stop the comments, and as far as I can see preventing him from editing the case pages for a little over 24 hours (so that he still has 24 hours to respond on the Workshop page before it closes) was the most effective way of doing this while still allowing him to contribute elsewhere on the project.
- In this case I can see where people are coming from regarding ‘all you need to do is look at the talk page diff’. However it is long standing ArbCom procedure (and WP:NPA) that any allegation must be supported with evidence (typing that someone is something isn't evidence). In this case there is also a notice which states that allegations against non-parties are not permitted. We've allowed a fair bit of leeway to Kiefer so that he can refute the claims made by those who submitted evidence even though they are not case parties. However attacking the character of a user, without ensuring that you have a direct evidence (that is, a link to them doing it) to back it up as part of that allegation is too far given the specific “rules” for this case and that he has already been warned not to do it.
- If Kiefer would like to request that I (or the clerks or ArbCom) lift the ban so that he can submit the evidence along with the claim I have no problem with that, and would be very happy to do it. - I would point out that the Arbs aren't my or any other clerk's masters. They leave us to make the decisions which are related to our area of responsibility unless we specifically ask for guidance.
- Regarding your comment about being too lazy to check the block log. After the warning that you skirt close to the line a lot of the time, it follows that I will have been keeping a closer eye on you. I and others have told you what the standard is a number of times and you still didn't meet it.
- Regarding Worm's comments if you had such a problem with them you were free to email me, the clerks' list or Committee's list and let us know. I have other things going on so I can't do a detailed read of every comment, if you had a problem with it and could point me to an example I would have been able to deal with it.

Just letting you know (since you created the template) that I have made a few tweaks to the template:
- I changed the section header to just "Request for Arbitration declined" since "Request for Arbitration case declined" seemed redundant given the template's links to the declined request.
- I added an option for if the case is archived as withdrawn instead of declined, which will change "declined" in the message text to "withdrawn and archived". To use this form, just add
|withdrawn=yes
to the template. - I switched wording around and made the "declined" or "withdrawn and archived" link use {{diff}} instead of {{oldid2}} so that it links to the diff of the removal instead of the version of the page immediately prior to the removal, which is already linked in the "see the arbitrator's opinions" part.
If you disagree with these changes let me know either in the clerks' IRC channel or on wiki or feel free to bring them up on clerks-l. I'm also planning on asking on clerks-l about adding "You may use {{Arb declined}} to do this." on the clerks' procedures for declined case requests, if you don't object. - Like what kind of experience do I still need more? I'll start instructing maybe sometime in October or November after all my exams and extra lessons and after getting more experience perhaps. Got 2300+ edits in 3 months. Had dealt with vandalism in the past a lot of times in other wikis. But I'm scared if I start instructing other people now, I may not be able to clarify all their doubts. I know where you can get students for your CVUA, and that would be the Wikipedia:Requests for permissions/Rollback page. Kudpung would definitely decline some requests, with the recommandation of asking them to enroll in CVUA. - For the 'Tools' section, I saw that you have not completed that section. I know what you can put in the 'Tools' section. If they say they would want to learn STiki and Huggle, you can show them how to download them, and also their manuals, and also how to use them. If possible, I can also show them illustrations and pictures with both of the tools. And then you can set up the task for them to complete using both of the tools. That's what I thought to modify the 'Tools' section. You can follow my way too. But I will set up my CVUA after exam because I'm busy now with end of year exams. - When I start instructing in the future, do you think I should change the 'Rollback' section to asking them to apply for rollback and I'll assign a task for them with rollback? I would definitely remind them that rollback isn't an award or status, and misuse of rollback can lead to its removal by any administrator. - It's the 3 months thing I was referring to. You need to get experience in other areas so you have some perspective and some broader knowledge. - Like what kind of experience do I still need more? I'll start instructing maybe sometime in October or November after all my exams and extra lessons and after getting more experience perhaps. Got 2300+ edits in 3 months. Had dealt with vandalism in the past a lot of times in other wikis. But I'm scared if I start instructing other people now, I may not be able to clarify all their doubts. I know where you can get students for your CVUA, and that would be the Wikipedia:Requests for permissions/Rollback page. Kudpung would definitely decline some requests, with the recommandation of asking them to enroll in CVUA.
